Change scope of registration
'Scope of registration' defines the services, training package qualifications or competencies that a registered training organisation (RTO) is approved to deliver.
Why change scope of registration?
You may find that you need to change to your organisation’s scope of registration, as:
- you wish to add or remove qualifications, units of competency or accredited courses that your organisation offers
- you are required to because of revisions to training package products.

You must wait for ASQA’s approval before making any changes to the qualifications or units of competency offered by your organisation.
Your application will not be processed until you pay any outstanding invoices in full.
Changes to the scope of new RTOs
If your RTO has held registration for less than two years, you will need to provide extra information when applying to change your scope of registration.
In addition to the change of scope form, you will also need to complete and supply the following:
- a self-assessment for RTO change of scope (DOC)
- the financial viability risk assessment tool (XLSM).
We assess change of scope applications made by new RTOs through a performance assessment (audit) process. In most cases, we will not need to undertake a site visit when conducting this performance assessment.
Changes to the scope of CRICOS providers
Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) providers seeking to change their scope of registration for courses offered to overseas students must also submit an ‘Application to amend CRICOS registration’.
